Condenser fan motor grounded. Replace fan motor. Install a fan shroud to direct more air flow through condenser coil. Turn unit on. Replace start components (relay run cap start cap) compressor started up. Checked amp draw. Cooling box down. Watched unit pull down and cycle off on 4/1/24 in Austin Texas.
